Cesar Z. Millares, Jr. obtained his college degree education of Bachelor of Arts in Political Science from Magsaysay Memorial Colleges in Gen. Santos City in 1968. Shortly thereafter, he joined Philippine Airlines (PAL) working his way out from the ranks, he undertook numerous technical, behavioral and managerial courses and seminars including a PAL sponsored post-graduate airline Traffic and Sales management program at Asian Institute of Management (AIM) in Makati City.

His various areas of assignment with the airline included line trainor functions responsible for the periodic orientation of frontline employees. His last position was a Branch Manager of Davao City until 1998, afterwhich he joined another airline, Air Philippines Corporation in the year 2000 functioning as Senior Manager for Mindanao operations. Later he became an accredited life insurance agent after passing the examination conducted by the Philippine Insurance Commission.

He was appointed as member of the Board of Directors of the Home Guaranty Corporation (HGC) on July 01, 2018.
