  1. The HOME GUARANTY CORPORATION (HGC), a Government-Owned and Controlled Corporation with office address at Jade Building, 335 Sen. Gil J. Puyat Avenue, Makati City invites all interested bidders to bid for Microsoft Products, Technologies and Solutions (Systems Development) for HGC.

  2. Objectives

    1. Implementation of an integrated, unified platform and framework for the successful execution of the HGC Information Systems Strategic Plan (ISSP).

    2. Development of HGC Information Systems using n-tiered architecture consisting of five components namely:

      • Operation Support Information System,
      • Decision Support Information System,
      • Enterprise Resource Planning,
      • HGC Portal, and
      • Document Management and Workflow System


  3. The Approved Budget for the Contract (ABC) is P 20,000,000.00.

  4. The ABC shall be sourced from HGC Corporate Funds.

  5. The Instructions to Bidders and Bid Documents shall be available at the HGC Bids and Awards Committee (BAC) Secretariat starting May 5, 2010 until May 13, 2010, upon payment of a non-refundable fee of P10,000.00. Details may be inquired from the HGC BAC Secretariat at telephone nos. 897-3294 and 897-3266.

  6. Interested bidders must submit an Expression of Interest (EOI) with application for eligibility to the BAC thru the HGC BAC Secretariat, Administrative Department, G/F Jade Bldg., 335 Sen. Gil J. Puyat Ave. Makati City not later than May 4, 2010.

  7. Only those who submitted EOI shall be qualified to submit the eligibility documents. The eligibility documents in sealed envelope shall be dropped inside the “bid box” placed at the Security Guard station, Ground Floor Lobby of Jade Building on or before 2:00 p.m. of May 18, 2010. Thereafter, the eligibility envelope shall be opened in the presence of the bidders or their representatives at the HGC Conference Room, 4th Floor Jade Building, 335 Sen. Gil J. Puyat Avenue, Makati City.

  8. A pre-bid conference will be held on June 2, 2010 at 2:00 p.m., HGC Conference Room, 4th Floor Jade Building, 335 Sen. Gil J. Puyat Avenue, Makati City to clarify matters relative to the bidding.

  9. The Technical and Financial Proposals in sealed envelopes shall be dropped inside the “bid box” placed at the Security Guard station, Ground Floor Lobby of Jade Building on or before 2:00 p.m. of June 17, 2010. Thereafter, the Technical and Financial envelopes shall be opened in the presence of the bidders or their representatives at the HGC Conference Room, 4th Floor Jade Building, 335 Sen. Gil J. Puyat Avenue, Makati City.

  10. The Quality-Cost based evaluation methodology shall be used in evaluating the submitted Technical and Financial Bids of eligible bidders. The Technical Proposal shall be given a weight of 60% while the Financial Proposal shall have a weight of 40%.

  11. Previous bidders who failed to pass the eligibility evaluation last April 13, 2010 are still qualified to join this second bidding by submitting the EOI and eligibility documents mentioned in Items 6 and 7. All bidding documents shall be provided to these bidders free of charge.

  12. The HGC Bids and Awards Committee reserves the right to reject any or all bids or waive any required formality therein or to accept such offer as may be considered most advantageous to the Corporation.
