  1. The Home Guaranty Corporation (HGC) invites all interested licensed appraisers to submit quotation for the engagement of services of two (2) licensed appraisers to undertake the appraisal of the Philippine National Railways Air Rights.
  1. The scope of work shall be as follows:
    1. Determine the Fair Market Value (FMV) and Prompt Sale Value of the property using the Income Approach to value and Discounted Cash Flow methodologies;
    2. Identify the current zonal value of the land below the air space;
    3. Submit assumptions and explanations in arriving at the valuation of the property;
    4. Gather information to be used as basis for the valuation;
    5. Provide pictures of the properties;
    6. Submit computations using other methodologies that may affirm the FMV;
    7. Provide two (2) hard copies (book bound and duly signed by the appraiser) and soft copy of the final appraisal reports; and
    8. Appraisal report must be completed within 30-working days from receipt of Notice to Proceed.

  2. Approved Budget for the Contract is Php 280,000.00 for each appraiser.

  3. All interested licensed appraisers may submit proposal at the Administrative Department, Second Floor Jade Bldg., 335 Sen. Gil J. Puyat Ave., Makati, on or before 2:00 p.m. of July 28, 2015.

  5. The HGC Bids and Awards Committee reserves the right to reject any or all Bids/quotations or waive any required formality therein or to accept such offers as may be considered most advantageous to the Corporation.
