TERMS OF REFERENCE

HIRING OF AN EXPERT TO PROVIDE TECHNICAL ASSISTANCE IN
INSTITUTIONALIZING THE STRATEGIC PERFORMANCE MANAGEMENT SYSTEM (SPMS)
IN THE HOME GUARANTY CORPORATION (HGC)

I. OBJECTIVE

  • To facilitate the approval, adoption, and effective implementation of the HGC’s SPMS.
  • To ensure the smooth transition from the existing performance management system to the SPMS.
  • To identify and develop enabling mechanisms for the institutionalization of HGC’s SPMS.

II. METHODOLOGY

The Organization Development (OD) Specialist/Consultant shall steer, mentor, and coach the key players of the HGC’s SPMS in the crafting of their respective Office Performance Commitment and Review (OPCR), Division Performance Commitment and Review (DPCR), and Individual Performance Commitment and Review (IPCR).

The OD Specialist/Consultant shall facilitate and expedite the development of performance management tools and enabling mechanisms that are necessary for the effective implementation of HGC’s SPMS.

To ensure the success of the intervention, management and key players will participate in the entire process.

III. SCOPE OF WORK AND DELIVERABLES

  1. Conduct coaching sessions for the development of the Offices of the Group Heads’ OPCR, the Departments’ DPCR, and the individual employees’ IPCR.
  2. Review the operations of HGC vis-à-vis its vision, mission, and scorecard.
  3. Propose improvements in processes that facilitate high performance and increased organizational productivity.
  4. Help key players develop tools and mechanisms that will ensure the effective implementation of the HGC SPMS.

1st Month

Document Analysis ( Mandate, Scorecard, Approved Rationalization Plan, Work Operations)

Technical Assistance to the Performance Management Team (PMT) (training, operating guidelines)

Start of coaching sessions in the crafting of Offices of Group Heads’ OPCR, the Departments’ DPCR, and the individual employees’ IPCR

2nd Month

Conduct of coaching program for HGC managers

Workshops and Write shops on the development of the SPMS Communication Plan

Workshops and Write shops on the development of Monitoring and Evaluation Framework (M&E)

Preparing the Planning Office for Initial Evaluation of the Offices of the Group Heads’ accomplishment report (January – June)

Preparing the PMT for deliberation on the Offices of the Group Heads’ accomplishment report and the corresponding performance rating

Preparing HRD office for the review and identification of competency-based learning interventions to bridge competency gaps or the development or enhancement of existing competencies

IV. COST OF SERVICES

The professional fee of the Consultant is packaged at FOUR HUNDRED TWENTY THOUSAND PESOS (Php420,000) or SEVENTY THOUSAND PESOS (P70,000) per month.

Payment shall be made on a bi-monthly basis upon submission of necessary accomplishment/progress report and other documentation as may be required.

V. CRITERIA FOR SELECTION OD SSPECIALIST/CONSULTANT

  1. Education – Completion of studies in one or more of the following fields: Human Resource and Organization Development, Public Administration/Government Management, or other related fields.

  2. Experience – At least a 10-year track record as a subject matter expert in the development, implementation, monitoring, and evaluation of programs in Human Resource and Organization Development, specifically in Performance Management that has government-wide implications and implementation.

  3. Training – Attendance within the last five (5) years in high impact competency-based training programs that have relevance to the mechanisms that build and sustain productive organizations.

  4. Public Sector Perspective – Acquired through employment in a high profile organization that specializes in Human Resource and Organization Development or engagement of services as consultant or subject matter expert in various government programs and projects.
