PROCUREMENT OF TRAINING SERVICES
FOR THE IMPROVEMENT OF HGC’C QUALITY MANAGEMENT SYSTEM (QMS)
TERMS OF REFERENCE
I. OBJECTIVE
The procurement of the services of an ISO-certified body aims to conduct training for ISO Core Team to improve the HGC’s Quality Management System.
II. NATURE OF WORK
The Training Service Provider shall conduct two (2) trainings for the ISO QM Core Team.
- Training Course A shall be designed to provide participants the necessary skills and tools to: identify the “real” causes of the problem, deal with the most important reasons for performance problems rather than the symptoms, and kill the problem at the root.
- Training Course B shall be designed to improve the competence of the ISO QM Core Team in doing internal audits for ISO 9001:2008 QMS
III. DETAILS OF TRAINING:
Training Course A: The Root Cause Analysis
The Root Cause Analysis course is designed for organizations seeking Continual Improvement in their Quality Management System. It is a two-day training that introduces participants to the most widely used techniques and tools to problem-solving and root cause analysis. This course shall be designed for two days with twenty participants.
1. Topics:
- 5 Whys - is a simple problem-solving technique that can help quickly in getting to the root of the problem;
- Ishikawa – is a problem-solving technique that provides a structured way to think through all possible causes of a quality problem, find not only the direct sources of quality problems but also the root of those sources;
- 8 Disciplines – a technique used to identify, correct, and eliminate the recurrence of quality problems.
2. Learning Outcome:
- Learn how to identify root cause of quality problems using simple 5 Whys technique.
- Learn how Ishakawa Diagram technique is applied in analyzing quality problems to identify root causes.
- Understand the process of identifying, correcting and eliminating causes of quality problems to prevent recurrence.
3. Budget: PhP 45,000.00
Training Course B: Enhancing Internal Auditor’s Competence
At the end of this course, the participants should be able to increase their competence in doing internal audits for ISO 9001:2008 Quality Management System . Technology transfer should be done through workshops. Classroom-type discussion shall be used with the aid of overhead transparency. This course shall be designed for one day with twenty participants.

Participants should be able to verify whether quality activities and related results comply with planned arrangements and to determine the effectiveness of the quality system through internal audits.
3. Budget : PhP 25,000.00
IV. QUALIFICATION OF THE TRAINING SERVICE PROVIDER
- The Training Service Provider should be duly certified by a member or signatory of the International Accreditation Forum (IAF) and must show a valid proof of conformity to ISO/IEC 17021:2006 and competence to conduct ISO 9001 certification of management systems.
- Must be an ISO Certified Training Organization
- Must be able to issue a valid and recognized Training Certificate
