HGC PROMOTIONAL MATERIALS MODEL and CELEBRITY ENDORSER
TERMS OF REFERENCE

I. OBJECTIVE
To engage the services of an agency to:

  • provide a celebrity endorser for HGC and model for HGC promotional materials
  • conduct photo and video shoot of model
  • provide HGC with usable photo and video package for use in HGC promotional materials

II. SCOPE OF WORK
The agency shall undertake the production of photo and video of a chosen model for use of HGC in the development of its various promotional materials based on an agreed concept/story. The agency shall also ensure the appearance of the chosen model in selected corporate events for the duration of the contract.

Photo and Video Shoot:

  • Commercial Photo and video shoot, inclusive of all equipment, production personnel and facilities
    • Photo shoot: 6 to 8 lay-outs, minimum 100 photos
    • Video: 3-5 second video shots
  • Studio rental, including studio gears and equipment, makeup and dressing room
  • Casting:
    • One professional female model chosen by HGC

Output/Deliverables:
Raw and edited files in DVD proofs

Corporate Events:

  • The agency shall also ensure the appearance of the chosen model in four (4) corporate events in 2014.

III. CRITERIA FOR SELECTION  

All eligible bidders shall be evaluated according to the following general criteria:

  1. Production capabilities          :                                   30%
    Sample outputs previously produced by the bidder shall be submitted for evaluation./em>

  2. Financial bid                              :                                  20%

  3. Track record                              :                                  20%
    DTI or SEC registration shall be submitted by the bidder.

  4. Project Timetable                     :                                   20%

  5. Over-all perception                  :                                   10%


A.) Production Capabilities.
The three (3) sample desk calendars submitted shall be evaluated based on the following:

B.) Financial Bid
Bidders shall be ranked from the bidder with the lowest cost quoted to the bidder with the highest cost quoted. The one with the lowest bid will get the highest rank number. The highest rank number is the total number of bidders.

e.g. if there are four eligible bidders, the one with the lowest bid will get the rank of 4, the one with the second lowest bid get the rank of 3, the one with the third lowest bid get the rank of 2, and the one with the highest bid get the rank of 1.

To get each bidder’s score, their rank will be divided by the total number of eligible bidders.

In the case of the above example, the denominator is 4. The quotient will be multiplied by 30% to get the actual percentage score for each bidder’s financial bid. 

      • Formula : Percentage Score =     Rank of the eligible bidder       x  30%
                                                        Total number of eligible bidders

        For example, the lowest bidder is ranked 4:   4/4 X 30% = 30%

      • The one with the lowest bid gets the maximum percentage points of 30% for his/her financial bid.

C.) Track record
The bidders shall be evaluated as to the number of years they have been in the printing business (based on SEC or DTI registration submitted).

D.) Project Timetable
Eligible bidders shall be ranked according to the work schedule they submit (the schedule must reflect the total number of days they need to finish the project). The bidder who can finish the project with the least number of days will get the highest rank number. The highest rank number is the total number of bidders.

e.g. if there are four eligible bidders, the bidder who can finish the project with the least amount of time will get the rank of 4, the second 3, the third will get 2, and the bidder who can finish with the longest amount of time will be ranked 1.

To get each bidder’s score, their rank will be divided by the total number of eligible bidders.

In the above example, the denominator is 4. The quotient will be multiplied by 10% to get their actual percentage score for their financial bid. 

      • Formula : Percentage Score =    Rank of the eligible bidder      X  10%
                                                        Total number of eligible bidders

        For example, the fastest bidder is ranked 4:   4/4 X 10% =10%
        • The fastest bidder gets the highest percentage points of 10% for his/her schedule criterion.

E.) Over-all Perception of the Supplier
The bidders shall be evaluated with regard to their courtesy, ability to answer queries, swiftness in acting upon requests, professionalism, etc. They shall be scored based on the following:

The percentage scores for all general criteria will be summed up to get the total percentage scores of the bidders. The bidder with the highest percentage points will get the project.

IV. APPROVED BUDGET FOR THE CONTRACT
The approved budget for the contract is Four Hundred Thousand Pesos (P400,000.00), chargeable against the Corporate Operating Budget for CY 2013.
