TERMS OF REFERENCE

Consultancy for the Preparation of the Terms of Reference
in the Hiring of a Master/Urban Development Planner
of the Old Bilibid Compound (OBC) Property

I. INTRODUCTION
The Home Guaranty Corporation (HGC) invites interested Consultants to submit Letter of Intent for the preparation of the Terms of Reference (TOR) in the hiring of a Master/Urban Development Planner of the Old Bilibid Compound (OBC) Property located in Sta. Cruz, Manila.


II. DESCRIPTION OF THE PROPERTY
The OBC Property consists of the Manila City Jail, Dr. Jose Fabella Memorial Hospital and Central Market. It is located in Sta. Cruz, Manila with a total area of 8.42 hectares.


III. SCOPE OF SERVICES
The services of the Consultant shall consist of the following:

1. Preparation of the TOR:

The TOR shall constitute the guidelines defining the appropriate terms and conditions in the hiring of a Master/Urban Development Planner for the OBC property. It shall also serve as a guide in determining the most qualified and eligible Master Urban Development Planner who can deliver the most suitable development and potential use of the property.

2. Assist in the selection of the winning bidder:

Implementation of the approved TOR to include but not limited to the preparation of bid documents, conduct of bidding, evaluation of proposals received and determination of the winning bidder (Master/Urban Development Planner).

IV. DELIVERABLES

1. The Consultant is expected to deliver a comprehensive TOR detailing the suitable and appropriate terms and conditions, facts and data, due diligence materials, draft contract agreement and other relevant documents in the hiring of a Master/Urban Development Planner.


V. QUALIFICATIONS OF CONSULTANTS

The participating bidder may either be a Filipino or foreign consultant who may be an individual, sole proprietorship, partnership, corporation or joint venture satisfying the definition of a consultant under Implementing Rules and Regulations – A (IRR-A) of Republic Act No. 9184 (Government Procurement Reform Act).


VI. CONFLICT OF INTEREST
The winning consultant shall be barred from bidding as Master/Urban Development Planner. Moreover, the winning consultant shall have no direct or indirect interest in the prospective bidders for the Master/Urban Development Planner either as shareholder or sister-company relationship under a holding corporation or as business affiliates. Likewise, the winning consultant shall be prohibited from advising any potential Master/Urban Development Planner for the OBC property. This prohibition shall be for a period of one (1) year from receipt of Notice to Proceed.


VII. EVALUATION OF PROPOSAL
The quality-cost evaluation methodology shall be adopted in evaluating the submitted proposals. The 70% - 30% quality to cost ratio shall be used for this purpose and shall be allocated as follows:

     3.  Plan of Approach & Methodology           40%  
B.  Cost Proposal 30%
Total 100%


VIII. CONTRACT DURATION
The contract for services to be provided by the consultant shall be for a maximum period of eight (8) months and shall start immediately upon receipt of the Notice to Proceed.
The consultant shall include in their proposal the schedule of each deliverables.

IX. BUDGET
The Approved Budget for the Contract is P500,000.00 inclusive of all applicable  government taxes.
