HGC Security Services (2nd bidding)

  1. The Home Guaranty Corporation (HGC) is inviting all interested bidders to re-bid for security services for HGC various assets/projects under the following terms and conditions:

  2. The Approved Budget for the Contract is based on PADPAO rates.

  3. The term of the Project is two (2) years, subject to annual assessment or evaluation of performance of the winning provider.

  4. The bidding will be conducted through open competitive bidding procedures using non-discretionary “PASS/FAIL” criteria as specified in the Revised Implementing Rules and Regulations Part A (IRR-A) of Republic Act  9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act.”

  5. Bid documents will be available during office hours starting April 21, 2015 until May 5, 2015  at the HGC BAC Secretariat, Administrative Department, Second Floor Jade Bldg., 335 Sen. Gil J. Puyat Avenue, Makati City upon payment of a non-refundable fee of P5,000.00 to the HGC Cashier.

  6. A pre-bid conference will be held at 2:00 PM on April 28, 2015 at the HGC Conference Room, 3rd Floor Jade Bldg., 335 Sen. Gil J. Puyat Avenue, Makati City.

  7. Three (3) sealed bid envelopes containing the (I) Eligibility Requirements, (II) Technical Bid Proposal and (III) Financial Bid Proposal shall be dropped inside the bid box placed at the Security Guard Station, Second Floor Lobby of Jade Building on or before 2:00 PM of May 12, 2015.  Thereafter, the bids shall be opened in the presence of the bidders or their representatives at the HGC Conference Room, 3rd Floor Jade Bldg., 335 Sen. Gil J. Puyat Avenue, Makati City.  The sealed bid envelopes shall be addressed to the Vice-Chair, Bids and Awards Committee.

  8. The sealed bids shall be accompanied by any of the following forms of bid security:
      1. Cash or cashier’s/manager’s check issued                             2% of ABC
        by a Universal Bank or Commercial Bank

      2. Bank draft/guarantee or irrevocable Letter                          2% of ABC
        of Credit issued by a Universal Bank
        or Commercial Bank

      3. Surety Bond callable upon demand issued by                      5% of ABC
        a surety or insurance company duly certified                  
        by the Insurance Commission as authorized to                
        issue such security

      4. Bid Securing Declaration issued by GPPB through
        GPPB Resolution No. 3-2012 dated January 27, 2012
        as an additional form of bid security

  10. The HGC reserves the right to reject any and all bids, declare a failure of bidding, or not to award the contract in the following situations:
    1. If there is prima facie evidence of collusion between appropriate public officers or employees of the procuring entity, or between the BAC and any of the bidders, or if the collusion is between or among the bidders themselves, or between a bidder and a third party, including any act which restricts, suppresses or nullifies or tends to restrict, suppress or nullify competition;
    2. If the BAC is found to have failed in following the prescribed bidding procedures; or
    3. For any justifiable and reasonable ground where the award of the contract will not redound to the benefit of the Government as follows:
      1. If the physical and economic conditions have significantly  changed so as to render the project no longer economically, financially or technically feasible;
      2. If the project is no longer necessary, and;
      3. If the source of funds for the project has been withheld or reduced through no fault of HGC.
