Invitation to Bid
Janitorial Services CY 2015 - 2017

The Home Guaranty Corporation (HGC), through its Bids and Awards Committee (BAC), invites all interested bidders to bid for the procurement of janitorial services for the HGC Head Office located at Jade Building, 335 Senator Gil J. Puyat Avenue, Makati City for a period of two (2) years, subject to annual assessment or evaluation of performance of the winning bidder. Bids received in excess of the Approved Budget for the Contract (ABC) shall be automatically rejected at bid opening.

1. The bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criteria as specified in the Revised Implementing Rules and Regulations Part A (IRR-A) of Republic Act  9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act”. However, only those who have purchased the Bidding Documents shall be allowed to participate in the pre-bid conference and raise or submit written queries or clarifications.
   
   
2. The ABC is FIVE MILLION FIVE HUNDRED TEN THOUSAND ONE HUNDRED SEVEN PESOS AND TWENTY CENTAVOS (PHP5,510,107.20) per annum for twenty-six (26)  janitors chargeable against Corporate Funds.
   
   
3. Bidding is limited to Filipino citizens, sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
   
   
4. Bidding documents will be available and may be acquired during office hours starting January 20, 2015 until February 6, 2015 at the HGC BAC Secretariat, Administrative Department, 2nd Floor Jade Bldg., 335 Senator Gil J. Puyat Avenue, Makati City, upon payment of a non-refundable fee of Ten Thousand Pesos (PHP10,000.00) to the HGC Cashier.
   
   
5. A pre-bid conference will be held on January 27, 2015,  2:00 PM at the HGC Conference Room, 3rd Floor Jade Bldg., 335 Senator Gil J. Puyat Avenue, Makati City.
   
   
6. Three (3) separate sealed bid envelopes containing the (I) Eligibility Requirements, (II) Technical Bid Proposal and (III) Financial Bid Proposal shall be dropped inside the “bid box” placed at the Security Guard station, 2nd Floor of Jade Building on or before 2:00 p.m. of February 10, 2015.  Thereafter, the bids shall be opened in the presence of the bidders or their representatives at the HGC Conference Room, 3rd Floor Jade Bldg., 335 Senator Gil J. Puyat Avenue, Makati City.  The sealed bid envelopes shall be addressed to the Vice-Chair, Bids and Awards Committee.

8. The HGC reserves the right to reject any and all bids at any time prior to contract award, annul the bidding process, declare a failure of bidding, or not to award the contract without thereby incurring any liability to the affected bidder or bidders  in the following situations:
   1. If there is prima facie evidence of collusion between appropriate public officers or employees of the HGC, or between the BAC and any of the bidders, or if the collusion is between or among the bidders themselves, or between a bidder  and a third party, including any act which restricts, suppresses or nullifies or tends to restrict, suppress or nullify competition;
   2. If the BAC is found to have failed in following the prescribed bidding procedures; or
   3. For any justifiable and reasonable ground where the award of the contract will not redound to the benefit of the Government as follows:
      • If the physical and economic conditions have significantly  changed so as to render the project no longer economically, financially or technically feasible;
      • If the project is no longer necessary; and
      • If the source of funds for the project has been withheld or reduced through no fault of HGC.
